Oneida Nation to extend safer-at-home order until June 11
The Oneida Nation will extend its public health state of emergency and safer-at-home orders until June 11.
The Oneida Business Committee made the decision Wednesday, according to a news release from the Nation.
"The Oneida community is contributing greatly to flattening the curve and the Oneida Business Committee is extremely proud of our community and how we have worked together to keep our citizens healthy and safe," the release said.
In the Nation's jurisdiction, there are 14 positive cases of COVID-19.
Chairman Tehassi Hill said the decision to extend the declarations will continue to protect the health of the community.
“We still need to make decisions on when it is prudent to lift restrictions in a very calculated manner," Hill said. "We review our statistics daily and have increased our testing abilities. As such, we also anticipate the number of positive cases to increase – this is expected. Packers, American family partner to feed front-line workers
The Green Bay Packers and American Family Insurance will provide thousands of ready-made meals this month to front-line workers battling the COVID-19 pandemic in northeastern Wisconsin.
Meals will be delivered to 10 sites in Brown, Outagamie and Winnebago county, beginning with hospitals though May 12 for Nurse Appreciation Week, and police and fire stations May 10-16 for Police Appreciation Week.
The Packers and American Family provided $20,000 for the meals. The Packers have provided more than $1.5 million in northwestern Wisconsin and the Milwaukee area for COVID-19 relief programs. Sixth coronavirus-related death reported in county
A sixth Brown County resident has died after contracting COVID-19 the state Department of Health Services announced Saturday.
No information was immediately available about the victim.
The number of confirmed cases in the county increased 109 to 1,272. The new cases in Brown County accounted for nearly one-third of all new cases confirmed in the state since Friday.

Two more coronavirus-related deaths in Brown County; cases reach 1,163
Brown County Public Health reported two deaths related to the coronavirus pandemic today — a 51-year-old man in the 54155 ZIP code and a 59-year-old woman in the 54302 — bringing the total to five.
The 54155 ZIP code is in Oneida and 54302 is on Green Bay's east side.
No other details were released about the deaths.
The number of total confirmed cases of the coronavirus in Brown increased 114 from Thursday to 1,163. There are eight Oneida Nation cases. Thirty-eight people are hospitalized and 170 are out of isolation.
The drive-through testing facility at the Resch Center conducted 241 tests, said Claire Paprocki of Brown County Health & Human Services. The turnaround on test results is 48 to 72 hours, she said.
Brown County Public Health and the National Guard conducted the tests of employees, and their families, from identified "critical infrastructure" companies.

A drive-in coronavirus testing site opened Thursday at the Resch Center in Ashwaubenon.
Workers from "critical infrastructure industries" — such as long-term care, group housing and health care facilities as well as non-health care workplaces — will be directed by their employers or physician to go the Resch site, according to Claire Paprocki of Brown County Health and Human Services.
The county received 2,500 testing kits from the state this week and will be using those additional supplies at the Resch.
Meanwhile, the number of positive cases increased 81 to 1,049, and 40 people are hospitalized. There are eight Oneida Nation cases. The cases associated with three meat processing companies remained flat or increased slightly. Salm Partners remained at 35 cases, JBS has 290, and American Food Groups is at 179.
Paprocki said the increase is not surprising given the increased testing capacity.

Brown County coronavirus cases rise to 968
The number of positive coronavirus cases increased by 55 to 968, according to Brown County Health and Human Services Department.
In the last two days, the number of positives cases in Brown County has increased 64 on Tuesday and 55 today, a slowdown from last week's pace. The county said the third coronavirus-related death was a 67-year-old man.
Seven members of the Oneida Nation have also tested positive.
The cases tied to Brown County meatpacking plants continued to increase. JBS Packerland in Green Bay has had 262 employees test positive, and 86 other cases linked to them. American Foods Group in Green Bay has 170 workers who have tested positive and 27 linked cases. Salm Partners in Denmark said 35 of its 600 workers have tested positive. Not all of those Salm workers contracted the virus in the workplace, the county said.
The number of people hospitalized with the virus is 37, and 140 people are out of isolation, according to the county.

Bay Beach Amusement Park delays opening
Bay Beach Amusement Park, 1313 Bay Beach Road, in Green Bay is delaying opening as part of Gov. Tony Evers' safer at home order.
The park normally opens the first weekend in May and operates on weekends until around Memorial Day weekend. It's open seven days a week after Memorial Day through August and then on weekends through September.
"Bay Beach Amusement Park is an important part of the Green Bay community," the city said in a Facebook post. "Our wonderful staff are anxious to get back to work to help provide your families with memories that will last for years to come. We have high hopes that we will soon see your smiling faces enjoying all that Bay Beach has to offer."

Gov. Tony Evers has directed the Department of Natural Resources to re-open 34 state parks and forests on Friday under special conditions.
The openings come with attendance capacities and reduced daily hours, while facilities like public restrooms, shelters and playgrounds will remain closed.
The list of reopening parks includes popular destinations such as Devil's Lake, the Kettle Moraine Southern Unit and Whitefish Dunes.
“With a few adjustments, like closing one day a week for maintenance and reduced hours of operation, folks should be able to get outside and enjoy our parks safely and respectfully,” Evers said in a statement.

Green Bay Correctional Institution employee tests positive
The first staff member at Green Bay Correctional Institution tested positive for COVID-19, the state Department of Corrections said Monday afternoon.
No additional details on the staff member has been released.
The DOC has confirmed 18 employees at Columbia Correctional Institution, Felmers O. Chaney Correctional Center, Milwaukee Secure Detention Facility and Community Corrections, and Waupun Correctional have been infected with the virus.
Twelve of the employees have since recovered, according to DOC.
No GBCI inmates have been confirmed to test positive for COVID-19.
No additional details on the staff member has been released.

Another employee at Fincantieri Marinette Marine tested positive for COVID-19, the company announced Monday.
The employee's last day at the shipyard was April 21 and worked at Building 32. The first employee was reported to have the virus April 23 and worked in Building 10.
No cases have been confirmed at Fincantieri's other facilities.
Wisconsin and Michigan health officials identified around a dozen employees who potentially came into contact with the sick worker, and they have been placed under quarantine. Those employees won't be allowed to return to work until at least May 1.
Workers should stay home if they feel they have been in contact with a positive case or have any symptoms.

The U.S. Occupational Safety and Health Administration has opened work safety investigations into the practices of six meat packing and food processing plants in Wisconsin.
In addition to the previously reported investigations of COVID-19 safety concerns into the Smithfield/Patrick Cudahy plant in Cudahy and the American Foods Group and JBS Packerland plants in Green Bay, OSHA’s spokeswoman Megan Sweeney confirmed on Monday that the agency has opened investigations in three other plants.
Those plants are: TNT Crust plant in Green Bay, Salm Partners plant in Denmark and Birds Eye Foods in Darien.
The JBS plant in Green Bay has been linked to at least 189 confirmed cases of COVID-19, and has been a significant contributor to the increase in cases that Brown County has seen recently.
The investigation into the Patrick Cudahy plant was opened after a Journal Sentinel story recently published the account of a worker who expressed concerns of unsafe work conditions at the plant.
OSHA had been telling worker advocates for weeks that they wouldn’t crack down on businesses that didn’t follow COVID-19 guidelines. Sweeney said she can’t disclose more details about the investigations until they are closed.

Green Bay small businesses struggling under the weight of the coronavirus pandemic may now apply for assistance from the city.
City officials this week announced a $100,000 relief fund for businesses experiencing financial hardship after many either closed their doors or drastically revamped their operations to comply with state orders.
Through the program, funded by the city's community development block grant, businesses can apply for a one-year deferred interest loan up to $10,000 if they have 20 to 100 full-time employees. Those with fewer than 20 employees are eligible for up to $5,000.
The loan terms are either 36 or 48 months, depending on the amount of money, and include 12 months of deferred payments and interest. After one year, businesses will pay 4% in interest until the loan is paid off.
"We hope these funds will provide some additional support for Green Bay businesses that are working to overcome significant challenges," Mayor Eric Genrich said in a statement.

Brown County shoots up to 410 cases, with 147 cases tied to JBS plant
Brown County now has 410 confirmed cases of COVID-19, with 147 cases tied to one Green Bay meat-processing plant alone.
The additional 93 cases reported Wednesday represents the largest single-day spike yet in the county, which first acknowledged clusters in meatpacking plants on Monday.
Among all of the county cases, JBS Packerland on Lime Kiln Road is linked to more than one-third of them.

Brown County records second coronavirus death
A second Brown County resident has died from the coronavirus, a county health official said Tuesday.
Ted Shove, speaking for the department, said he had no further information about the person, but said details might be available later Tuesday.
The total number of COVID-19 patients has increased to 317, up more than 30 from Monday's total. Officials could not say if the increase might be because of infected workers at Green Bay meatpacking plants. They said they have not seen a spike related to large numbers of people waiting in lines on election day two weeks earlier.

Packers keep Lambeau, Titletown closed until May 26
Lambeau Field will remained closed until May 26, in line with Gov. Tony Evers' Safer-at-Home order. The Green Bay Packers said Tuesday their Titletown District operations will remain closed as well.
The Packers closed Lambeau Field on March 13 in response to the coronavirus. The closure includes the Lambeau Atrium and all events scheduled there, 1919 Kitchen & Tap, the Packers Hall of Fame Museum, the Packers Pro Shop and stadium tours. Also, in the Titletown District, 46 Below bistro, playgrounds and the football field remain closed.
Other Titletown businesses might be open or operating at different levels.

Brown County cases increase to 292
Brown County on Monday reported 292 cases, an increase of more than 100 since Friday, along with five in the Oneida Nation. The weekend surge came after officials announced that investigators with the Centers for Disease Control & Prevention were tapped to look into an explosion of cases in the Green Bay area.
The recent spike includes a cluster of cases at JBS Packerland on Lime Kiln Road, said Ted Shove, an environmental health manager for Brown County. The CDC will assist with contact tracing to determine the number of people infected.

Social-distancing rules mean no garage sales for Wisconsinites
Add rummage sales to the list of things banned in Wisconsin in order to limit potential spread of the coronavirus.
Social distancing rules still apply, which means gatherings in close quarters are still prohibited, even temporary ones in garages.

Baldwin calls on Trump to make face masks, other supplies available to communities
The struggles of some Brown County police agencies to get protective face masks has prompted Sen. Tammy Baldwin to call on the president to get more supplies into Wisconsin communities where they are needed to fight the coronavirus pandemic.
"Wisconsin has only received a fraction of the supplies it has requested from the Department of Health and Human Services (HHS) and from the Federal Emergency Management Agency (FEMA). In addition, some outstanding orders from Wisconsin entities have been redirected, including an order of 1,000 N95 masks ordered by the Brown County Sheriff’s Department and the Green Bay Police Department," Baldwin wrote this week, citing a recent USA TODAY NETWORK-Wisconsin story.

"Wisconsin has only received a fraction of the supplies it has requested from the Department of Health and Human Services (HHS) and from the Federal Emergency Management Agency (FEMA). More Brown County residents being tested for coronavirus; total confirmed cases reaches 110
The number of people infected with the coronavirus in Brown County has reached 110, which is 15 more than county health officials reported a day earlier.
That number does not include the five Oneida Nation residents who have the virus, nor the five out-of-county residents being treated in Green Bay hospitals, a health official said today.
Testing in the county is happening more frequently and results are arriving at a faster pace — within two days, and often less, said Ted Shove, speaking for the health department. He said the county is awaiting results of 158 tests; 1,219 people have tested negative.
Twenty-two patients remain in isolation. That's two fewer than on Tuesday, according to the health department. Patients can leave isolation once they no longer exhibit symptoms of the coronavirus.

UWGB moves summer programs online
The University of Wisconsin-Green Bay on Tuesday announced all of its more than 200 summer courses and youth education camps will be provided entirely online due to the coronavirus pandemic.
The university also announced it would create more sections of summer courses for students who want to stay on track academically over the summer. UWGB Interim Chancellor Sheryl Van Gruensven said the university made the decision to go all-online as it balanced health and safety concerns with providing access to courses for students.
Students pursuing a degree must register for summer courses by July 5; non-degree students have until July 14. Courses last four, six or 10 weeks. Information on available courses can be found on UWGB's website.

Officials tie recent spike to unnamed facility, reveal 13 new cases
The leap in coronavirus cases in Brown County this weekend was the result of community spread of the virus in a local facility, health official said this afternoon as they announced that the number of cases in Brown has risen to 95.
The county health department would not identify the facility, or say what type of facility it is, citing patient-privacy laws.
Claire Paprocki, speaking for the county health department, said officials continue to investigate the spike, which added 30 cases to the county's total over the weekend.
She could not say if any of the 13 new patients had been hospitalized. A total of 20 patients are hospitalized in Brown County.
Also today, the county announced that a 19-year-old had been diagnosed with caronavirus on Saturday. That person is the county's youngest patient to date. -Doug Schneider

UWGB moves graduation ceremony from May to August
The University of Wisconsin-Green Bay has delayed its spring commencement ceremony by three months because of the coronavirus pandemic.
The graduation event will be at 11:30 a.m. Aug. 22 at the Kress Events Center on campus, the school announced Friday afternoon. It had been planned for May 16.

Four more Brown County residents being treated for the coronavirus
The coronavirus has spread to four more Brown County residents, including two believed to have contracted the virus within their own households.
That brings the number of county residents infected with the virus to 53, including a 58-year-old man who died Thursday. Sixteen of the patients are now hospitalized.
Health officials said the new patients are a 35-year-old woman and three men, ages 25, 65 and 69.
The county reports no new patients who are members of the Oneida Nation. Five members have been infected to date.
As of Friday, 3,068 people in Wisconsin had been infected, and more than 900 have been hospitalized. There have been 128 deaths.

Oneida Nation gave notice to 1,962 employees that they will be furloughed or laid off
The Oneida Nation has issued furlough and layoff notices to 1,962 employees due to the COVID-19 pandemic.
With a weekly payroll of $2.4 million, the closure of their casinos affected the tribe's ability to keep all of its employees working, according to a Friday press release.
"The Oneida Nation understands the burden this action may place on our community, and the impact this may have on Northeast Wisconsin’s economy; the decision was extremely difficult," the press release stated.
Employees continue to work in the nation's nursing homes, health services, and emergency management department, among other critical services. The tribe also is maintaining the number of gaming employees required by the Indian Gaming Regulatory Act.

Three more Brown County residents have contracted the coronavirus, county health official said Thursday.
They also said an additional Oneida Nation member from Outagamie County is being treated in Brown.
In total, 49 Brown residents and 5 Oneida members have been diagnosed during the pandemic.
The new patients include 71-, 48- and 26-year-old men, and a 56-year old woman. A health official said the 71-year-old had traveled in the past month; he no longer needs to be isolated.
The 26-year-old is believed to have been infected via community spread. The health department didn't couldn't say how the others were infected.

Achieve Brown County launched an interactive map showing what Brown County organizations are doing in response to the pandemic.
The map also indicates what materials or donations an organization may need from residents. This map is in development so many locations are still being updated.
The map allows users sort organizations by type: business, child care, government, health care, school district, school, non-profit, and post-secondary.
If you are a representative from an organization that is interested in being mapped, visit Achieve Brown County's online form to submit your organization's details.

Packers to light Lambeau, Titletown blue in support of coronavirus workers
The Green Bay Packers will light Lambeau Field and Titletown District blue Thursday in support of health care, frontline and essential workers in the fight against coronavirus.
Other entertainment venues, landmarks and buildings throughout the United States will participate in the #LightItBlue campaign. The Lambeau Field video boards and marquee signs, and Titeltown's marquee sign and plaza lights, will be blue for at least an hour beginning at 8 p.m. Thursday.
The campaign, created as a universal symbol of solidarity and hope, is led by volunteers from the entertainment and events industries. It started in the United Kingdom in March. More information is available at makeitblue.us.

Total coronavirus cases at 53; 'some concern' that voting lines could raise numbers in Brown
On a day the total number of coronavirus patients being treated in Brown County rose to 53, health officials said the crowds outside Green Bay polling places Tuesday didn't help slow the spread of coronavirus among Brown County residents.
"There is some concern in the public-health community that this could cause a spike" in the number of cases later this month, said Ted Shove, environmental health manager for the county Health and Human Services Department.
Meanwhile, the number of people being treated in Brown for the virus has climbed again, and now stands at 53. That's seven more than Tuesday's number, Shove said.
His office on Wednesday released the ages and genders of 50 people being treated in Brown, but did not say which reflect the seven patients identified in the past day.
If the virus did get passed to voters last night, it might be two weeks before health officials can make a diagnosis. Symptoms don't appear immediately, and lab tests can take one to five days to be processed and returned.
Voters waited in lines for hours Tuesday outside Green Bay's East and West high schools. A combination of the city merging 31 polling places into two, and the need to enforce social-distancing guidelines in and around polling places created the voter jam, which for some didn't clear until hours after the polls closed at 8 p.m.
One potential bright side on Wednesday: The county said the number of patients being isolated because of the virus — 10 — is fewer than the 11 who remain hospitalized.
"Out of isolation" means the patient has not had a fever in three days without taking a fever-reducer, has respiratory symptoms that are improving, and has had seven days pass since symptoms first appeared. -Doug Schneider

Election Day proceeds; curbside voting available
Voting got underway at 7 a.m. today across the state. Gov. Tony Evers on Monday issued an order delaying the election until June 9 because of the coronavirus pandemic, but the state Supreme Court overturned that order and reinstated today's election.

Brown County reminded voters today that all polling places were offering curbside voting. First, contact your municipal clerk beforehand to coordinate an arrival time and instructions on what to do.
From the county: "Two poll workers will bring you your ballot and conduct voting at your vehicle, or at the polling place entrance. If you vote curbside, you are not required to sign the poll list. Poll workers will write 'exempt by order of inspectors' in the signature space on the list. If you vote curbside and need to update you voter registration because of an address or name change, or you are not a registered voter, you may register to vote curbside with a current and valid 'Proof of Residence' document."

Hobby Lobby lays off nearly 650 workers across Wisconsin, 60 in Green Bay
Nearly 650 employees at Hobby Lobby stores throughout Wisconsin have temporarily lost their jobs as stores closed down due to the coronavirus and safer-at-home order from Gov. Tony Evers.
"We made this decision as a result of the sudden, dramatic and unexpected downturn in business caused by the coronavirus natural disaster, including a drastic decrease in customers, a substantial loss of revenue, and the unforeseeable store closure," a human resources manager wrote in a notice filed to the state Department of Workforce Development.
Some Hobby Lobby stores in Wisconsin initially remained open after the governor's order to stay home, claiming that the stores were providing essential products for homes and businesses.
It was later ruled by the state that Hobby Lobby and other craft stores must close.
Among other stores, the layoffs impact:

The Greater Green Bay YMCA notified the Wisconsin Department of Workforce Development on April 6 it is temporarily laying off 829 employees in response to the COVID-19 pandemic and to comply with state business restrictions.
The Greater Green Bay YMCA notified 755 part-time hourly employees by email on March 15 it had to close its facilities on March 16, according to the organization's WARN notice to the DWD.
The organization notified 52 full-time hourly workers on March 17 by email they were being temporarily laid off. The organization notified 22 full-time directors in a virtual meeting and letter they will be temporarily laid off as of April 12.
The Greater Green Bay YMCA is still providing care to school-aged children at the West Side YMCA at 601 Cardinal Lane in Howard.

Both HSHS St. Vincent Hospital and Prevea Health are collecting cloth, handmade face masks. HSHS and Prevea ask you follow these guidelines when making face masks:

Green Bay Metro: Riders need to wear face mask
Green Bay Metro on Monday asked all riders to begin covering their mouth and nose when using buses.
The bus service asked riders not to use an N95-type face mask that health care workers need, but a cloth face cover. The request was made as it becomes more clear people can spread the coronavirus when they do not feel sick.
The cloth mask is in addition to existing social distancing efforts Green Bay Metro previously enacted that require passengers to keep a distance of six feet from others. -Jeff Bollier

Shawano County has first confirmed COVID-19 case
One person in Shawano County has tested positive for COVID-19, the county's first confirmed case, the health department said Friday.
The person is in isolation, according to the Shawano-Menominee Counties Health Department. The health department will be contacting individuals with whom the person may have had close contact.
The health department did not provide any additional information about the person who tested positive.
“We have been preparing for and anticipating confirmed cases in Shawano County," Shawano-Menominee Counties Health Officer Vicki Dantoin said. "We are working closely with the Department of Health Services (DHS) to ensure we are taking all of the appropriate steps." - Natalie Brophy

The Pulaski Polka Days event has been canceled, the event's organizers said in a Facebook post Friday.
The event was scheduled to take place July 16 through 19. Polka Days organizers said they decided to cancel the event for the safety of the guests and volunteers who attend.

Brown County officials confirmed nine new cases of the coronavirus on Friday, bringing the county's total to 26.
The increase is the biggest the county has seen in a single day since the virus arrived here.

Voters can cast their ballots in the building’s main lobby between 10 a.m. and 5 p.m. Thursday and Friday. Early voting at the station, 901 University Ave., was previously open until 2 p.m.

Prevea Health's Ashwaubenon clinic, 2502 S. Ashland Ave., will see only patients experiencing upper respiratory issues beginning Thursday afternoon. The move is in response to the coronavirus pandemic and aims to curb the spread of COVID-19 cases in the community.

Pet food company donates $100,000 to nonprofits
A local pet-food manufacturer is donating $100,000 to area nonprofits including food pantries, shelters and other community outreach organizations.
Carnivore Meat Company of Green Bay is donating the money as part of the Covid-19 community response, and it is challenging other businesses to do the same.
The company is kicking off the “Vital Relief Challenge,” an effort to encourage other business owners and CEOs throughout the country, to donate to their local communities.

WEDC: Flower shops OK for contactless delivery only
The Wisconsin Economic Development Corp. gave flower shops the OK to resume contactless delivery this week. Though their retail stores remain closed, Green Bay area shops resumed taking online orders on March 31.

Green Bay gives bars and restaurants a break on liquor licenses
Licensed bars and restaurants in Green Bay will pay less to renew their liquor licenses this year in a move intended to relieve the burden on businesses hurt by the coronavirus pandemic.
The Green Bay City Council voted unanimously on Wednesday to reduce fees for Class B beer and liquor license renewals for the 2020-21 licensing period to $50 instead of $500. Those with a beer-only license won’t pay anything. They normally pay $100.
Establishments with Class B licenses tend to be restaurants and bars that allow on-site alcohol consumption. City officials said those businesses are taking a particularly hard hit from Gov. Tony Evers’ stay-at-home order that required non-essential businesses to close and restaurants to adjust their operations to carry-out and delivery only if they want to stay open.
The council’s decision Wednesday comes just months after the City Council raised the cost of liquor licenses.
“People are hurting,” said Alderman Randy Scannell. “They’re looking for assistance from their government … I think we can do our part and help out as much as we can.”
Also Wednesday, the council tweaked a policy to ensure public officials can stay in office until their successors are elected. The change aims to prevent any vacancies on the City Council if the state alters next week’s election because of COVID-19 concerns.

The person has been isolated since developing symptoms, the nation said in a news release. Additional details about the person were not provided. Those who had close contact with the person will be notified.
"The Oneida Nation is committed to protect our citizens, employees, patients, customers, and the general public during this difficult time," the release said. "We want to reiterate that we need everyone to do their part in order to combat this pandemic.

The other two — a 24-year-old man and 49-year-old woman — contracted the virus through community spread. Those two patients had not been self-isolating despite showing symptoms, but they are now in isolation, Shove said. Health officials are monitoring people who may have come into contact with them.
"There’s not been a great opportunity for them to inadvertently expose people," Shove said, noting the number of closed facilities due to Gov. Tony Evers' "safer-at-home" order.
The 24-year-old is the youngest person in Brown County to become sick.
Shove said four or five people in Brown County are hospitalized with COVID-19 symptoms. No patients have died, he said, and at least two are improving and poised to recover.
None of the confirmed cases involves health care workers, Shove said.

Cellcom Green Bay Marathon changes to virtual event
Cellcom Green Bay Marathon event organizers announced Tuesday night that they were converting the May 16-17 race weekend into a virtual event as the country continues to fight the coronavirus pandemic, essentially wiping out the full marathon for the second straight year after flooding and standing water in 2019 made the 26.2-mile race impossible.
Participants who registered for the marathon, half marathon, relay, 5K or kids run will have the option of still receiving their bib, medal and T-shirt while running their miles safely on race day or whatever day they decide.
The race packet will be mailed the week of May 11. Those who do not want to do the virtual run can defer their entry fee to the 2021 race. For more information on how to participate in the virtual event or defer payment to next year, runners can visit the marathon website at www.cellcomgreenbaymarathon.com.
Postponing the race until the fall wasn’t realistic, not with the Green Bay Packers dominating attention at that point.
“Virtual races are even a thing on their own,” said Brighid Riordan, who is the vice president of the Cellcom Green Bay Marathon board. “As far as a pandemic is concerned, this tends to work. I think what it is, we all have had to readjust our expectations. We’ve had to readjust our normalcy and what we do.

The Green Bay Police Department urges people to be careful of fake phone calls from IRS. Police said they are receiving reports of people getting calls from someone impersonating an IRS employee.
The scammers are asking people for their bank account information and claim to be depositing money related to the Coronavirus Aid, Relief, and Economic Security Act.
Congress passed the $2 trillion emergency aid package to financially support businesses and individuals deeply affected by the virus. The CARES Act includes one-time checks to individuals; loans and grants for small businesses; and funds for hospitals, community health centers, and airlines.

Officer impersonations in safer-at-home traffic stops never happened
Both reports of a man pretending to be an officer conducting traffic stops for the safer-at-home order were false, Brown County deputies said.
The Brown County Sheriff's Office said last week they were looking for a man who conducted a traffic stop to see if a driver was violating Gov. Tony Evers' safer at home order. However, the person who originally reported the incident confessed it never happened, according to the sheriff's office.
A second incident of a man impersonating an officer in Allouez also turned out to be false.
Law enforcement officials say they will not conduct safer-at-home traffic stops for that reason, and people do not need permission paperwork to drive.
The sheriff’s office advises: “If you feel you are being stopped for that reason or any other suspicious ‘pulled over’ type” that doesn’t feel proper, you can:

Oconto County reports its first case
The first case of COVID-19 in Oconto County has been confirmed, health official announced late Friday afternoon.
How the person became infected is under investigation, and individuals who may have had close contact with the patient will be contacted.
“We are in daily contact with this individual to monitor their symptoms and ensure they are receiving support to be able to isolate at home," said Deb Konitzer, Oconto County health officer. -Kent Tempus

If additional care is needed, patients will be given directions about where to go for lab testing and follow-up care while maintaining a safe distance from others. Marinette County confirms first coronavirus case
Add Marinette County to the list of Wisconsin communities to have a confirmed case of coronavirus. Sheriff Jerry Sauve confirmed the news in a video posted to Facebook on Friday, but provided no details about the patient.
He also said his deputies are not conducting coronavirus-related traffic stops, nor are they asking drivers for travel papers.

Allouez miffed at hand sanitizer theft
Allouez village staff are miffed that an early voter on Wednesday made off with a bottle of hand sanitizer.
About 50 people voted on Wednesday, but the offender should not feel safe in a crowd. It wasn’t a crowd, and besides … well … this Allouez Facebook posts explains it pretty well:
“To the resident voting absentee in our office today who felt entitled to take the bottle of hand sanitizer, of which we have a limited supply, and is needed by all voters, kindly return it today. Reminder we have your name (you voted) and you are on camera.”
So, consider that a shot across the bow to others who might contemplate helping themselves to an entire bottle instead of before and after squirts.

Green Bay Schools Continues to Provide Meals as an Essential Service
Under Governor Evers' Safer at Home Order, the Green Bay Area School District's Food Service will continue to provide meals for families at the 13 meal pick-up sites. This is considered an essential service. Please share this message widely.

Tony Evers' Safer at Home order, which went into effect at 8 a.m. today, doesn't require "special papers or credentials to drive to work. Green Bay Police say there is no curfew, no checkpoints, no random stops
The Green Bay Police Department sent out Nixle alerts and posted to Facebook to dispel some of the rumors regarding Gov. Tony Evers' Safer at Home order. There is no curfew; there are no police checkpoints. You can read an FAQ about Ever's order here. From Police Chief Andrew J. Smith, here are some important points about the Safer at Home order:
- We will not be setting up checkpoints of any kind.
- We are not randomly stopping vehicles to determine the occupants’ reason for travel based on the Safer at Home Order. Officers still have to have a valid reason for a traffic stop. Policing Constitutionally is not negotiable.
- We have a procedure in place to review, investigate, and deploy resources regarding complaints of violations by businesses or illegal large gatherings.
- There is no new curfew. The juvenile nighttime curfew that has been in effect for years is still in effect. Juveniles need to be home by 10 p.m.
- If we come into contact with a group of people (10+) we will ask for voluntary compliance and for the group to disperse.
- If we respond to a business that is not essential, we educate the owner and ask for voluntary compliance.
- Officers have the discretion to charge violators through the Brown County District Attorney Office for Safer at Home Order violations.
- Employees do not need a letter from their employer to drive back and forth from work.
- The Brown County Sheriff's Office said it received a report of someone impersonating a law enforcement officer and "conducting a traffic stop to check the "Safer at Home" status of the driver. Be advised, Brown County WILL NOT be conducting compliance checks for this reason."

The office has been fielding phone calls from business owners and citizens about what is or is not permitted under Evers’ order.

Northwoods tourist counties to cabin owners: Stay home
In an effort to prevent COVID-19 from continuing its wildfire-like spread, authorities in at least three northern Wisconsin counties are asking people who own cabins or other secondary homes in their areas to stay away.
Vilas and Oneida counties each issued cross-county travel advisories in response to the public health emergencies brought on by the highly contagious COVID-19 virus.
"Vilas County is recommending you stay in your home area if you have a seasonal or second home in Vilas County. Due to our very limited infrastructure, please do not visit us now," officials in that county, which includes vacation hot spot Eagle River, announced with a news release.
Oneida County, home of the Minocqua area, issued a statement with nearly identical language.

But the state Department of Children and Families is encouraging child care facilities to stay open as long as they can by offering guidance, suspending some licensing regulations on day care facilities and providing supplies to those in need.
Staying open comes with challenges. Evers last week also issued a new restriction on child care centers: No more than 50 children and 10 staff members can be present at the same time. That means child care centers may have to turn "non-essential" families away and cut staff or, at least, limit their hours.
Evers also asked providers to prioritize families of health care workers and essential service providers, and asked parents stay home and care for their children if they're able, because it means more spots could open up for families in need.

Parking restrictions in Ashwaubenon no longer being enforced
Ashwaubenon Public Safety is no longer enforcing parking restrictions, it announced Sunday.
"We understand there are many people who are now at home because of these difficult times and we want to make this less burdensome for those who may have parking limitations," the police department said.
In case of snow, people should still follow the no parking restrictions so crews can clear the streets.

UW-Green Bay cancels May graduation ceremony
The spring graduation ceremony for University of Wisconsin-Green Bay students has been canceled, the university announced Friday.
The ceremony was scheduled for May 16. The university is "working to re-imagine a celebration honoring graduates."
"While we are cancelling the on-campus ceremony, make no mistake: UW-Green Bay will find a way to celebrate our students and their accomplishments following the end of this semester. There may not be an in-person ceremony, but there will be a celebration,” interim Chancellor Sheryl Van Gruensven said.

Limited bus service resumes Monday morning
Green Bay Metro said it will resume limited bus service at 6:45 a.m. Monday after putting safety measures in place to protect employees and riders health. The city asks that you only make trips that are absolutely necessary, though.
Routes 2, 4, 6, 7, 8, 11, 12, 13 and 14 will operate from 6:45 a.m. to 6:45 p.m. Monday through Friday and 7:45 a.m. to 3:45 p.m. Saturday.
Routes 5, 10, 15, 16, 17 and 18 will be operated by demand only, meaning riders must call (920) 448-3450, press Option 1, then Option 1 again, to request service at least two hours in advance of needing a ride.

HSHS hospitals revise visitor restrictions to take affect Saturday
Visitors will not be allowed starting at 7 a.m. Saturday at HSHS St. Vincent's Hospital, St. Vincent's Children Hospital, St. Mary's Hospital Medical Center, St. Clare Memorial Hospital, and Libertas Treatment Center.

Use of the state’s walking trails in Brown County will be on a “voluntary fee” basis until further notice, and trail maintenance has been suspended as coronavirus concerns persist.
Users may support the trails by making a payment at www.browncountyparks.org, but payment is not required. Pay envelopes along the trail have been removed for the time being.
This applies to the Devils’ River, Fox River and Mountain-Bay state trails, county parks officials said in a news release.

Packers cancel Tailgate Tour, will make donations
The Green Bay Packers canceled the 15th annual Tailgate Tour scheduled for May 15-17. A number of Packers players and former players were scheduled to make stops in La Crosse, Madison and Brookfield to meet fans and raise money for nonprofit groups.
Instead, the Packers will donate $25,000 to each organization. They are Habitat for Humanity in La Crosse, Special Olympics Wisconsin, and Stars and Stripes Honor Flight.
The cancellation was made in adherance to government recommendations for combating the new coronavirus.
"While we realize this is the most responsible path forward, we are saddened to miss the opportunity to greet fans throughout the state of Wisconsin," said Packers President and CEO Mark Murphy in a release.

Meijer, Festival adjust hours
Meijer announced it will close its stores overnight beginning March 20 to allow employees to thoroughly clean the stores and restock shelves.
Beginning Friday, Meijer locations, including the one at 2015 Shawano Ave., will close at 10 p.m. and reopen at 8 a.m. The store and pharmacy will also offer an hour of dedicated shopping time for seniors and customers with chronic conditions from 7-8 a.m. Tuesdays and Thursdays.
Festival Foods also updated its store hours on Thursday. In a media release, the grocer announced its stores would open at 5 a.m. and close at 9 p.m. daily, beginning tonight. The change applies to all Festival locations in the Green Bay area.

Kohl's to close at 7 p.m., stay closed through April 1
Kohl's Corp. announced it will close all 1,100 of its U.S. stores, including Green Bay area locations in East Town Mall and Bay Park Square, at 7 p.m. local time tonight and stay closed at least until April 1.
Menomonee Falls-based Kohl's originally pared back store hours in response to the coronavirus pandemic, but announced Thursday it would close stores entirely. You can still shop at Kohls.com or on the retailer's app. The company announced it would provide affected employees with two weeks of pay.

Brown County Courthouse closed to public
The Brown County Courthouse closed to the public Thursday after a person who was present in and around the courthouse tested positive for the coronavirus.
Court officials said the courthouse and district attorney’s office will be cleaned to prevent the potential community spread of COVID-19. The courthouse and district attorney’s office will remain closed until public health officials decide the building is safe.

Fox Valley Technical College closed
All Fox Valley Technical College locations are closed and classes are resuming online, the college announced Wednesday.
This college will remain closed until further notice, as well as the Parent Child Center. Faculty and staff are working remotely.
"Although we don’t have answers to every question regarding current classes and training, we are doing everything possible with our varied offerings to continue our services as much as possible," the college said. "Our faculty and staff are continuing to work from their homes to accomplish this. We will communicate more information in the coming days and weeks."

St. Norbert College moves to online classes for rest of semester
St. Norbert College students will finish the spring semester online. The college's president, Brian Bruess, made the announcement Wednesday in a news release.
Students living on campus should plan to move out as soon as possible. The spring commencement will be rescheduled and the college, based in De Pere, is working on plan to refund students for room and meal plans.
St. Norbert employees working off campus will need to continue through March 27.

Both Bay Park Square and East Town Mall closed down on Tuesday after Gov. Tony Evers ordered all enclosed malls to cease operations.
On its website, Bay Park Square said it is "temporarily" closed, but that restaurants who offer takeout or delivery service may still be open. It encouraged consumers to check with those businesses to get their updated hours of operation.
"We are closely monitoring the rapidly evolving situation related to COVID-19 with public health officials and will provide updates as they become available," said a statement posted to Bay Park Square's website by owner/operator Simon Property Group.

The Wisconsin Department of Workforce Development's job centers will remain open to serve job seekers and employers. Some sites across the state are closed due to their proximity to technical colleges and organizations that have closed. The Brown County Job Center at 301 N. Adams St. in Green Bay remains open. Its hours are Monday through Friday, 8 a.m. to 4:30 p.m.
Job Center resource rooms have computers available for people seeking to apply for unemployment insurance. The number of applicants has increased as employers lay off or furlough workers. Job seekers can also look for obs at jobcenterofwisconsin.com.

The Catholic Diocese of Green Bay is suspending public attendance at Mass until mid-April, Bishop David Ricken announced Tuesday.
Starting Friday, Catholics within the diocese’s 16 counties will no longer attend daily or weekend Mass. The diocese will review the situation in mid-April to determine whether that timeline should be extended.
Ricken will hold a 30-minute Mass every Sunday that will be broadcast on WFRV, Channel 5, at 10:30 a.m. Parishioners can also view Mass on WBAY, Channel 2, at 5:30 a.m. Sunday and on CW14 at 8 a.m, or listen to Relevant Radio, 1050 AM at 9 a.m.

Nonprofits provide $55K in COVID-19 relief funds and seek donations
Brown County United Way and the Greater Green Bay Community Foundation are collectively providing over $50,000 in emergency relief funds to support those impacted by COVID-19.
United Way is providing a seed investment of $30,000 and seeking additional donations from the community to help pay for day care, meals, transportation, hygiene products and other essentials. The Community Foundation activated a $25,000 grant and is also asking for donations.
“In light of the current public health emergency and Brown County United Way’s commitment to the health and well-being of every person in Brown County, we believe this is a very important action for us and our community to take,” United Way CEO Robyn Davis said in a statement. “This is a time for our community to come together and help each other out.”

A De Pere-area business says it will offer free bagged lunches to school-age children on weekdays, beginning at 11 a.m. Wednesday.
Chicago Street Pub, Grill and Banquets said on Facebook that it will provide a sandwich (ham or turkey), and applesauce to any child in kindergarten through grade 12. This being Wisconsin, each child will also get some string cheese.
“We are so proud to be a part of this community and hope this can help in these trying times,” the business said on Facebook.

Boys & Girls Club of Greater Green Bay asking for donations for care packages
The Boys & Girls Club of Greater Green Bay is looking for financial donations to create care packages for families in the area. The organization’s facilities will be closed until further notice. It will still be providing care packages including food, basic essentials, and activities to keep children engaged at home.
They will be delivered to the organization’s thousands of members and families, said interim executive director Eric Vanden Heuvel.

St. John’s Homeless Shelter, 411 St. John St., will open two emergency shelter sites Wednesday to accommodate the record number of people using its services amid COVID-19. The shelter had 123 guests Sunday night, the shelter said in a news release.
The two sites will be at the shelter and a church downtown. The shelter created two sites instead of one to maintain social distancing and have smaller groups of guests. The Micah Center and Wellspring daytime centers will be closed while the emergency sites are open.
The shelter is asking community partners to donate or provide dinners for its guests. Anyone who can drive shelter guests to work should also email info@sjehs.org.

Community spread of coronavirus confirmed with 17 cases in Dane County
Local health officials announced Tuesday that there are documented cases of the new coronavirus spreading through community transmission in Dane County.
Seventeen people in Dane County have been diagnosed with COVID-19, according to a news release, and no patients are hospitalized at this time.
Community spread occurs when the origin of the virus cannot be traced to travel history or previous contact with a confirmed case. State health officials announced Monday that this type of transmission was "likely" in the state, but did not say where.
